County Council's Climate
Change Action Plan

The Council has a Climate Change Action Plan 2021-2023, which sets the framework for achieving our ambitions. The next Climate Change Action Plan for 2024-26 is due to be published in Spring 2024 and will set out the most up-to-date targets of becoming a carbon neutral Council by 2030 and a net zero county by 2040.

The current plan sets out seven key action areas with strategic projects in each.

Priority area 3:
Heating new and existing buildings >

Decarbonising social housing

 

Using the Social Housing Decarbonisation Fund from the Department of Business, Energy and Industrial Strategy (now the Department of Energy Security and Net Zero), Northumberland County Council installed energy saving measures and renewable energy technologies across 72 Council-owned social housing properties. This will provide residents with warmer homes that are cheaper to heat and give off less carbon dioxide.

Measures include: 70 solar PV installations, 70 loft insulation installations, 68 cavity wall insulation installations, 2 internal wall insulation installations, and 1 underfloor insulation.

Public Sector Decarbonisation >

The Council is installing low carbon ground source heat pumps (GSHPs) in its non-domestic buildings which are being funded by the Public Sector Decarbonisation Fund.

To date, 20 GSHP projects have been undertaken, including in fire stations, schools and office premises saving 1025.09 tons of CO2 emissions to date – the equivalent of a petrol car driving 2,544,484 miles around the county.

 

GSHPs present the best value benefit against the carbon saved, have a typical lifespan of 20 years and become even more efficient as the grid continues to decarbonise.

 

 

Warmer Homes >

The Council is offering Government funding to eligible homes in the county for energy efficiency upgrades and low carbon heating solution.

Warmer Homes is funded through the Government’s Sustainable Warmth Strategy and includes the Green Home Grants Local authority delivery (LAD) and Home Upgrade schemes (HUG).

In the most recent bid to the Government’s Home Upgrade Grant Phase 2 (HUG2), Northumberland County Council secured £12.4 million for energy efficiency measures.
